A Transformation of Place
Shady Grove Plan Approved & Adopted
On Tuesday, January 17, 2006, Montgomery County Council approved the Shady Grove Sector Plan by an eight to one vote. This Plan is the result of four years of community meetings, charrettes and work sessions with the Planning Board and County Council to determine the future development of the area surrounding the Shady Grove Metro Station. On March 15, 2006, the Sector Plan was formally adopted by the M-NCPPC.
The Plan establishes the framework to transform the Shady Grove Metro Station area into a place that accommodates living, working and playing opportunities.

Vision
The Shady Grove Sector Plan envisions the transformation of the area surrounding the Shady Grove Metro Station into a lively mixed-use community. This vision:
- Features
a mix of residential, office, retail and commercial development
concentrated at the Metro station with parks, recreation
and other community serving uses.
- Strengthens the existing Derwood community by providing compatible development, better access to the Metro station, increased recreation and park opportunities and new public facilities including a library and an elementary school.
- Supports technology uses along the Shady Grove Technology Corridor.
- Achieves between 5,400 and 6, 340 new residential units and approximately 7,000 new jobs within the planning area.
- Provides a variety of housing choices with affordable and work-force housing.
- Creates a new street network in the Metro Neighborhoods that improves access to the Metro Station and expands bikeways and the trail system serving the community.
- Emphasizes transit use by requiring new development to mitigate vehicular trips.
- Creates a series of open spaces, urban and public parks, and streetscapes with ground level retail/commercial uses that accommodate pedestrians and encourage street life.
- Stages new development to ensure timely provision of public facilities such as schools, parks and transportation improvements.

Previous updates
Winter and Spring 2006
M-NCPPC will develop an Implementation Plan that will ensure that public infrastructure improvements will be coordinated with private development. This Plan will be prepared in coordination with other County agencies and will be presented to the Council for approval.
The Implementation Plan will identify various public agency responsibilities and actions, identify generally when such actions should take place and describe required coordination to ensure successful implementation. The implementation plan will also require the development of a Shady Grove Advisory Committee comprised of residents to support and monitor the implementation of the Sector Plan's recommendations.
In addition
to the Implementation Plan, M-NCPPC staff will develop the
Sectional Map Amendment (SMA) that will rezone properties
where the Sector Plan recommends new zoning.

Need for a new Sector Plan
The vision of the 1977 Shady Grove Metro Station Sector Plan called for low-density residential and industrial uses, the County Service Park, and Metro-related parking facilities. This plan established a "holding pattern" until growth pressures required a new vision for the area. In 1990, the vision was updated to encourage mixed-use development west of MD 355.
Since then, a major mixed-use community has developed at the King Farm, several properties have been annexed by the cities of Rockville and Gaithersburg, and new parking is under construction at the Shady Grove Metro Station. Also, the I-270 Corridor has experienced phenomenal growth in its life sciences and high-tech industries. Recognizing the increased need and the potential for transit-oriented development, the state has designated this area for Smart Growth, as a part of the I-270 High Technology Corridor.
The time
has come to create a new vision for the Shady Grove Metro
Station area, one that recognizes its important role in the
I-270 Corridor in providing new bio-tech and high-tech jobs
and affordable housing. This amendment will focus on creating
a livable community in the Shady Grove Metro Station area,
with convenient retail services, recreation, open space, employment
and housing opportunities. Improved access to the Metro for
vehicles and pedestrians also is a key objective.

Past Actions
In January 2006 the Montgomery County Council concluded its review
of the Planning Housing and Economic Development recommendations
of the Draft Plan and approves the plan. View our calendar of previous
